The most open local market of the thirteen boroughs I checked — nobody is competing for the Oldham searches at all. This page explains what that is worth, and what it is not.

What a website costsCybrial is a Manchester studio working across Greater Manchester, with clients in Bury and Rochdale either side of Oldham. The search data below was pulled first-hand for the borough.
Oldham is a borough of around 240,000 people, a former mill town with a business base of trades, services, manufacturing and a large independent retail and food sector across the town centre and Royton, Shaw, Chadderton and Failsworth.
For most of those businesses the site does one job: turn a local search into a phone call or an enquiry. That argues for fewer, better pages — one for each service, one for each area you cover, each answering a single search — and for a build that is fast on a phone rather than impressive on a monitor. Pro Pave, the closest comparable work, needed 27 such pages and renders from eleven requests in 0.68 seconds.
What I would not do for an Oldham business is spend the first month on the design term. The Google Business Profile and the service pages will bring work sooner and cost less.
And before any website work at all: the Google Business Profile. It is free, it takes an afternoon, and for a local business it decides the map pack that sits above every result a website can win. That is an awkward thing to put on a web designer’s page and it is still the right first move.
The same three numbers as everybody else, published rather than quoted on request: from £500 for the build, from £50 a month for hosting and care, and growth blocks from £250 a month if and when the site should start earning more. No setup fee, no management fee, no percentage of ad spend, and no minimum term on anything.

Yes — Cybrial works across Greater Manchester, with clients in Bury and Rochdale either side of the borough. The prices and terms are the same wherever you are.
Partly. Difficulty 0 across a whole town usually reflects a smaller commercial market rather than a missed goldmine, and the cost per click here tops out at £12.41 against £29 in Warrington. It is still a real opportunity at this scale — 530 winnable searches a month is worth having.

The Google Business Profile, then a page for each service you sell. Both will bring work sooner than chasing the design term, and the first one is free.
